Prior to joining Target, Mr. Rogers was director of assets protection for Strawbridge and Clothier in Philadelphia for more than 14 years. He started his career as an intelligence officer in the U.S. military and with the federal government. Mr. Rogers serves on the board of directors of the International Cargo Security Council.

Mr. Smith heads Alpha Cargo Technology, a manufacturer and distributor of cargo security seals. Previously, he was executive vice president of TydenBrammall, a cargo security firm based in Indiana. Earlier in his career, Mr. Smith served eight years as vice president/director of international sales and marketing for Amity/Rolfs, Inc., in Wisconsin. He was also export director for Paragon Electric, a subsidiary of Siebe, PLC, based in London. Mr. Smith is a longtime member of the International Cargo Security Council (ICSC) and is currently in his second term as ICSC chairman. He is also a member of a special subcommittee on border security of the Commercial Operations Advisory Committee, U.S. Department of the Treasury.

Mr. Wilkins is a member of the board of directors of the International Cargo Security Council (ICSC). Mr. Woodard is a principal of Trade Innovations, a firm offering solutions in supply chain security and trade compliance. Prior to forming Trade Innovations in 2005, Mr. Woodard spent 11 years at Target Corporation. His last position at Target was director of supply chain assets protection. Mr. Woodard and his staff provided supply chain security expertise to the U.S. Customs Service (now U.S. Customs and Border Protection) in the months and years after the terrorist attacks of Sept. 11, 2001. Target was one of the seven charter members of C-TPAT. Mr. Woodard is a member of the International Cargo Security Council and served as secretary of the board of directors in 2005.
