The vision of Alpha Cargo Technology, LLC (ACT!) is to “be recognized as a leader in cargo security by offering better designed, better manufactured, affordable seals that assure the highest level of protection against theft and tampering.”

This mission statement, which has guided ACT!’s development since its inception, reflects the concerted efforts of its management to focus on quality yet affordable products that provide premium protection against perpetration.

ACT! offers a wide range of cargo locking devices, both mechanical and electronic, that can be used for various applications.  From ocean freight and air cargo to pipelines and utilities to the shipment of food and consumer goods, ACT! presents superior products that can drastically reduce theft and, essential in our post-September 11th world, prevent undetected tampering of a shipment’s contents against theft and/or the introduction of weapons of mass destruction and other hazardous or illegal substances.

ACT! offers innovative products that establish a new standard for the cargo seal industry. It challenges a long accepted industry belief that any seal can be opened given the proper time, tools, and opportunity.  Competitors’ seals come with a host of design flaws allowing perpetrators to gain access to the protected cargo without leaving evidence.

ACT!’s goal is to be able to offer a full line of security products to meet the cargo security needs of its target market, which includes the shipping industry and throughout the supply chain. 

ACT! also provides consulting services and training to help customers identify security weaknesses in their cargo transport system and teach proper seal application, removal, and protocol.

Scott SmithACT!’s president, Scott Smith, an industry veteran, actively participates in various trade organizations and serves a prominent role in several, particularly as current Chairman of the International Cargo Security Council (ICSC), a leading security association of 1,200 members. ACT! also works with the World Shipping Council (WSC), the World Customs Organization (WCO), the U.S. Department of Homeland Security (DHS) and CBP by advising them of the vulnerabilities of existing security seals and advocating a higher standard that will eliminate unsafe products and shipments from the market. Mr. Smith is a member of the International Standard Organization’s (ISO) working committee on container security, and was recently invited to join the World Customs Organization (WCO), based in Brussels, Belgium.

At the request of these associations, ACT! participates in the ISO Technical Committee to improve on the existing ISO/PAS 17712 standard by including the time necessary to unlock a seal without detection. Once this standard is adopted, companies must meet the more stringent criteria, which few will be able to do without modifying their mechanism. ACT! seals already comply with the new standard.
